Rupert and Billy Blizzard is the 12th episode of Rupert (TV series) and the 12th episode of season 1.
Rupert's old snowman has fled to Nutwood seeking refuge from Billy Blizzard. Rupert learns that Blizzard has frozen King Frost and all the snowmen. Rupert and his snowman, as well as Rika, who is in charge of Santa's reindeer, must now head to the North Pole and end Billy's reign of terror.

- This episode is loosely based on the book story Rupert and the Stolen Snowmen, in which Billy instead steals all the snowmen from Nutwood and imprisons them. Jack Frost (who is Billy's cousin in the books) appears instead of King Frost and Santa Claus to help Rupert and Rika foil Billy's schemes.
- The first appearance of Billy Blizzard and Santa Claus.
- This is the first time Rupert gets frozen.
- This is the first time in the series where a character destroyed, as Rupert's "ice" Snowman was shattered to pieces when his frozen body collided with Billy Blizzard. The Snowman is later resurrected when Rupert remakes him, just before Rupert returns to Nutwood.
